Application to Rezone 11054 84 Ave and Update DC1-6220 (Garneau Special Character Area)

The City is currently requesting feedback on a proposed rezoning application by the property owner of 11054 84 Avenue. 

The LDA26-0054 Garneau Rezoning proposes two distinct changes to Garneau’s Special Character Area and associated DC1-6220 zone:

  1. A rezoning to 11054 84 Ave that effectively removes it from the Special Character Area.

  2. A broader re-writing of the DC1-6220 that will modernize its language to align with the City’s new Zoning Bylaw, removing several key provisions that provide regulatory protection for the Special Character Area.

The Garneau Community League does not support these applications.

The Garneau Community League's Position on the 11054 84 Ave Rezoning

The development proposal seeks to rezone 11054 84 Ave so that it can redevelop into a 6-plex. This application seeks to remove itself from the Special Character Area, an action that, if approved, effectively defeats the purpose of the Special Character Area and DC1-6220 zone. This would be a precedent-setting rezoning that would open the door for further applications to erode this integral aspect of Garneau’s community character.

The Garneau Community League is opposed to any applications that seek to diminish the integrity of the Special Character Area or remove properties from it.

The Garneau Community League's Position on the DC1-6220 Revisions

The proposed revisions to DC1-6220 come at an unfortunate time. The GCL believes that modernization of the DC1-6220 zone is warranted, and is currently engaged in a public process to gain community feedback on how this zone can be improved upon to continue meeting City goals and objectives while further protecting the community’s heritage character. It is our belief that these changes should be led by the community, not one single property owner or City Administration as part of a technical update.

The purpose of this Special Character Area is to “Encourage the retention and rehabilitation of the existing architecturally interesting structures, while allowing infill residential development that:

  • a) Maintains the height, scale and character of the area;

  • b) Maintains the existing streetscape, including landscaping, building setbacks and the retention of existing vegetation.”

The GCL is concerned that to-date no rationale has been provided to explain how the proposed changes accomplish this purpose. Additionally, the full implications of the proposed changes are not clearly articulated.

The Garneau Community League's Ongoing Plan Amendment and DC1-6220 Updates Project

The Garneau Community League is actively soliciting feedback on our proposal to expand Garneau’s existing Special Character Area through an amendment to the Scona District Plan. Our proposal also involves making changes to the corresponding Direct Control zone (DC1-6220) to ensure new development is sympathetic to the heritage character of the area. With our proposal, we will still be able to significantly exceed the City's density targets for our neighbourhood.
